Abstract

The arising awareness of the importance of safeguarding the cultural heritage for future generations, and at the same time, the speed and scale of the development that causes consequences never seen before in history presents new challenges in managing the cultural heritage. Among a broad range of instruments spatial planning presents a very important one.

But how can the historical contexts and links be identified? How can especially valuable cultural environments be delimited and priorities set? Which instruments can be used to safeguard the cultural heritage? These are some of the questions the CHIP – Cultural Heritage in Planning - Report tries to answer. The CHIP-method can also be used to analyse an areas cultural heritage in connection with environmental impact assessments.

The report explains how surveying the cultural heritage can be arranged in a manageable way, the factors to consider in delimiting and setting priorities among cultural environments and the importance of setting up a strategy for their future development. A strategy, based on setting up objectives for the environment, analysing the threats, sensitivity and capacity, and finding instruments and means to reach the objective of safeguarding the cultural environment, has to be established.
